First, you'll need the bus ticket to Downtown in SpongeBob SquarePants: Revenge of the Flying Dutchman. Once you're in Downtown, you'll encounter Mr. Krabs. Don't go to him. 2: Find a costume tent and transform into Mermaid Man.
3: Head to the location of the 2nd foreman.
4: Press all buttons with water balls (B-button).
5: This will cause beams to fall down. Hop over all of them and make your way to the roof of the Mall.
